PURPOSE: This thread is going to cover some of the resources available to you during a PCS or Military Move.

Entitlements During Your PCS Move
Travel Time (Proceed, Travel and Leave Time computation)
The PSD clerks will break down your days in between duty stations (check out to check in) into the following categories. Proceed travel is charged first, then Travel Time, and finally you are charged for your Leave.

Travel Time: Time computed on distances is determined from official mileage tables; otherwise, time computation is based on shortest travel route shown in commercial carrier or automobiles guides. Time is counted in whole days, 24 hours; that is, the whole 24 hours or nothing.

Proceed Time: A period of time (not chargeable as leave, delay, or allowed travel time) granted for the purpose of making necessary personal arrangements inherent in certain permanent change of station orders.

Leave: The amount of chargeable leave you take during your PCS move.​

Temporary Lodging Expense (TLE)
Temporary Lodging Expense (TLE) is for CONUS.

What is the purpose of TLE?

To partially offset lodging and meal expenses when a member and/or dependents need to occupy temporary lodging in CONUS in connection with a PCS.

When is TLE Payable?

When temporary lodgings are occupied:

a. before departure from the area of the old PDS and/or designated place within CONUS,

and/or

b. after arrival in the area of the new PDS and/or designated place within CONUS.

For how may days will I be paid TLE?

The time limitation for TLE is:

a. 10 days in connection with a PCS to a PDS in CONUS, (the days may be split between old PDS, new PDS and designated place as you choose),

or

b. 5 days in connection with a PCS to an OCONUS PDS, (the days may be split between old PDS and designated place as you choose). There’s a separate allowance called TLA at the OCONUS site.

Temporary Lodging Allowance (TLA)
Temporary Lodging Allowance (TLA) is for use in conjunction with a move OVERSEAS.

The purpose of TLA is to partially reimburse a member for:

1. The more than normal expenses incurred while occupying temporary lodgings (including Temporary Lodging Facilities as defined in Appendix A) and

2. Expenses for meals obtained as a direct result of using temporary lodgings OCONUS that don’t have facilities for preparing and consuming meals.

TLA is authorized in the following circumstances:

1. Upon initial arrival (reporting) at an OCONUS PDS (includes reporting for TDY at a location within the limits of the new OCONUS PDS and waiting for assignment of Government quarters, or while completing arrangements for other permanent living accommodations when Government quarters aren’t available;

2. When the OCONUS commander designated by the Service concerned determines that for reasons beyond the member’s control, it’s necessary for a member once established in permanent quarters in the PDS vicinity to vacate those quarters, permanently or temporarily, and use temporary lodgings in the PDS vicinity while looking for other permanent quarters or waiting to reoccupy the permanent quarters;

3. While seeking permanent housing following a TDY period when a member without dependents vacated permanent housing before a TDY assignment of 90 days or more;

4. Immediately preceding departure on a PCS from an OCONUS PDS (includes reporting for TDY at a location within the limits of the old OCONUS PDS, after Government quarters are vacated in connection with PCS orders or after surrender of other permanent living accommodations; or

5. During a member’s hospitalization period while en route between PDSs when dependents are required to use temporary lodgings during the hospitalization period.

Dislocation Allowance (DLA)

You wouldn't be eligible for DLA right out of OCS. For those like myself that were active duty that got commissioned, or on your NEXT set of PCS orders, you are eligible for DLA. NOTE: DLA IS NOT BASED OFF OF YOUR LOCATION!!!

I understand that as a uniformed member, I may receive a DLA to help with relocation expenses when moving my household due to a PCS. Is this true?

Answer: Yes - generally true. You may be entitled to a DisLocation Allowance (DLA) when relocating your household due to a PCS. However, keep in mind that DLA is intended to partially reimburse relocation expenses not otherwise reimbursed and probably will not reimburse all of your relocation expenses.

Am I entitled to DLA when moving from my home of record to my first duty station?

Answer: By law there is no DLA entitlement when the PCS is from your home (or the place where you entered active duty) to your first permanent duty station (PDS)unless your dependents actually move in connection with the PCS."

"The PERSONALLY PROCURED MOVE PROGRAM is designed to provide you an alternative to move your HOUSEHOLD GOODS (HHG). You may move your HHG yourself using rental equipment/POV or by hiring a commercial mover. Under this program you can receive reimbursement up to 100% of the Government Constructive Cost (GCC) or an incentive payment of 95% of the GCC. An advance operating allowance can be authorized to defray out of pocket moving expense (rental equipment, HHG mover charges, packing material, etc.).

The Government Constructed Cost (GCC) is defined as the amount it would have cost the government to move your personal property during a government procured move up to but not exceeding your authorized weight allowance. Your GCC during initial counseling will be based on an estimated weight of your household goods, so be careful not to over-estimate the weight you are moving.Over-estimating may result in a lower reimbursement or incentive payment.

Individual situations may vary widely so prior to making a PERSONALLY PROCURED MOVE it is recommended that you be counseled and get approval by a PPO. Failure to get approval from the PPO MAY result in non-payment of your reimbursement claim or incentive payment. Contact your local Personal Property Office to help you determine the most cost-effective method of moving your household goods. "Among the many benefits military members enjoy, few are as convenient but least publicized as the Navy's Opportune Lift (OPLIFT) Program. It allows members to move personal vehicles, boats, and motorcycles on the next available Navy ship.

Member must provide PCS orders, an ID card to verify eligibility, title or registration, power of attorney (if warranted) and a point of contact at the other end. You also have to be patient ... OPLIFT takes time. OPLIFT operates without a schedule, relying totally on deck space available aboard any Navy ship passing through. Customers are maintained on a list of "OPLIFT customers" on a first come, first served basis. It is not unusual for members to wait six months to move their car to the destination of their choice. Some ships have operational commitments that preclude them from taking vehicles, even if their decks are empty.

Opportune Lift is available to all active duty and retired members of the Armed Forces and unmarried widows and widowers of retired service members and DoD civilian employees moving on permanent change of station (PCS) orders. The program is closed to dependent personnel of active duty members not accompanying their sponsor."
